Noront building essentially a private road is not likely to be allowed. My reasoning is that there are too many communities either side of it that would feel being taken advantage of with usage fees. And in the end Ontario would not buy it from Noront, the cost would be prohibitive. Note anything sold is usually at a higher cost than what it was obtained for. ( Note certain land claims being a rare exception due to former owner's blunder.) After all, roads are provincial responsibility and the only exception that I know of is 407 in Toronto and many say that it was a bad idea to have it run privately. The E-W road has to be provincial or at best a partnership with the province. Another private road would be a political liability.
