This concept of reducing costs by providing a road ( and power) to me raises the question, who's costs? Do you really think the government will be able to cut assistance to the reservations as a result of a road and powerline thus realizing a cost savings? What this will do is cut costs for the natives so they have more money to spend on other things but I seriously doubt it will cut the governments ( taxpayers) costs.
