I was being careful. I deliberately said immigrant because there seems to be far too much worry about 25,000 refugees with respect to whether or not Canada can "handle" that many. This is a non issue in light of the normal immigration rate which is about 250,000 per year. This exaggerated concern is reflected in the statement the chief made and needs to be put into perspective.
