A dual (redundant) link for 50KM costs about 50K including installation of a large pole and solar panels / wind turbine to power it remotely if needed. In just two months the complete network can be up and running.

A lot cheaper then a pole to pole solution with fiber (arround 10K per KM if not mistaken)

When building the road / rail also put fiber in the ground .. but not as a standalone option.
