A lot of people were moved out of small fishing villages in Newfoundland and Labrador because it became to difficult to sustain life there. There are lots of ghost towns and mining towns where people had to move as well, I don't see a problem with asking people but if they don't want to leave they should have to live with the consequenses. Somebody just has to be strong enough to explain it to them.
