I do not know whether intentionally or by accident you CT hit the nail squarely on the head with this:
"no construction will happen unless all routes and mine plans are connected into one regional plan of infrastructure."
That is probably the reason we have no visible progress up to now with respect to the Ring.

Natives want every thing in one package tied with a bow, and federal government must be on the same track ( at least it looked that way when Harper had the helm), they also wanted everything packaged before handing their commitment of a billion $s.
They do not realize that road access is the key to everything else, namely cheaper exploration, easier construction of mines and rail also all services such as air, ambulance, hospital, schooling, cheaper clean water and just about all else that one can imagine.

Development has to be natural with basics first (road and electrical power) and build from that. Developning a general plan is like Ontarion liberals wanting to green N.Ontario with a plan and got it all wrong.
