The game plan was changed because noone was interested in investing money to develop Eagle's Nest because of the uncertainties associated with the first nations and road construction. The only other alternative ( besides closing up shop) was to raise money for exploration because flow through funding was attractive to investors. When the natives get on side and road construction starts interest in developing Eagle' Nest will return and money will once again become available for mine development.
