Politicians not knowing much appoint bureaucrats to look after things but the bureaucrats hire cunsultants after consultants to give them details that bureaucrats can not gather themselves. All this takes time of course.

WHILE the tax pays the bills for them all. The longer it takes the more money is used and less work for the guys on the top of the piramid.
