If there was a credible funded entity out there asking firms to bid on a request for proposals there would be several major egineering/construction consortiums bidding. There is lots of expertise in the world to do the job but we are lacking an approved mining project and committed money. The Chinese seem to be the only ones willing to do a bit of spec work and even they are not committed to anything other than a study. Maybe that is enough to edge things forward.
