I do not remember Ontario blaming any company and especially Noront for not having concrete plans. ( Noront's plans can not be more concrete and are exemplary ) I suspect you are mixing up former conservative federals with Ontario concerning plans. May I add that federals were blaming Ontario for lack of planning.

I see a catch 22 between federal and provincial governments. One does not plan enough without confirmed money and the other says no money without plans. Someone has to blink first.
