Not exactly. It was a case of cost cutting and not just in utilities but in food governance and other areas involving paying for an inspectors wages. So it was actually fiscal neglect....like what has been happening with the FN. So, provide the Ontario North with a way to provide an economic foundation with a tax base and they will give too.
