When infrastructure Canada "claims" it didn't recieve an application ...you scratch your head.
Back in the Harper days when the Ontario gov't "claimed" it filled out a DETAILED application from the National Infrastructure component....you'd think if it was NOT the case ..that Rickford would have jumped and called this out as a big fat lie to the media???
Since he did not...I'm wondering the following.
The Globe could have meant...there is no PTIC application ...since there never was.
But......according to what was published in 2014 there was an NIC application(National Infrastructure component) filled out
