Noront does not have the money to complete the environmental assessment for the road. They have come to realize that it can not be completed until the Ontario government and the FN come to terms so they have put it into the lap of the Ontario government. They are now being accused of side deals and trying to get out of the terms of reference. In some ways this is correct, however it does not matter who is doing the assessment they will still have to abide by the terms of reference. I think the natives are complaining because they won't be able to milk the Ontario government for money like they could Noront.
