I have reread your post Goodheart and your up front question was:

After rereading it I thought that I would not invest but wait, as seems to be the present situation.

Reading it once more I thought why is this so? It seems so plain and simple to me. Why would the remaining Mattawa communities drag their feet for not getting their pie in the sky. Do all of them deserve it? They are seemingly asking for things completely unrelated to the development of mining in the Ring.
In my opinion inappropriate, only the near-by communities are relevant. Hence the delay, they undeservedly want and we ( meaning the governments) do not want to give.

Second as answer to above, why would the goverments not grant their wish? To this a simple answer = They ask for too much and linking to too many things.
The Ring can not be and is not the solution to all of their problems. And the Ring should not be held for ransom untill the day all of their problems are gone.
