MF must have been horrified, being left aside while the others got budget for their E-W road studies. 

One of the big 3 political lessons is: Divide and Rule (Trias Politica, Montesquieu).

You do not want my 450 million present (a road) while you live in the Bush ? Okay. Why pursue  someone else for years to receive a present if it is not on their wishlist ? MF understood the timing.
