All I can say is that I listened to the Coutts interview more than once and at 5:52 of the 7:26 interview, Coutts stated:

He's expecting a project description in Jan-Feb and shovels in the ground within that period.

And yet ...the paper writes Jan. in the headline, instead of Jan-Feb which is what Coutts said.
