Ford will impose a strict time line for getting it done, this is a Ford time line like what trudeau did with marajuana. Chief Ford of Ontario has a band of  15, 000, 000 people will negotiate for the people, or impose a solution just like the Federal government. I think the Chiefs underestimate Ford's Power here.  Poverty and isolation in Northern Ontario will be a thing of the past, I voted for my Chief to develop the Ring. He will do just that for all the good people of Ontario.
