Black didn't tell me of any promises made, and I wouldn't expect any.

They only get 15 minutes with the minister and I imagine the Rickford acknowledged the need for infrastructure in Ring of Fire, said they will do everything they can to make it happen, but offered a proviso the new government is auditing the books and exploring ways to reduce its costs.
