" but offered a proviso the new government is auditing the books and exploring ways to reduce its costs".... if they have to cut - Billion of $$ for subways and LRTs in high population vote rich southern Ontario  OR  billion $$ for sparse population vote poor northern Ontario(and they can blame Wynne if the funds weren't actually put aside but were simply promised.  Also the federal gov't has responsibilities for FNs as well and there's a Federal election in 2019 that the fed CPC's see as winnable)

Once again the ROF is going to be used as a weaponized political tool.
