The two viewpoints are not necessarily mutually exclusive and thus both could be telling the truth. Smith intimates but does not state that conversations are ongoing with First Nations . It may very well be that Minister Greg Rickford and Premier Ford  are discussing amongst themselves  how best to move forward with talks /negotiations with the First Nations, in the context of his election bravado.  Although, admittedly, they should have come up with a straegy by now, and should already be engaing with First Nations at this time. We don't need another sprolonged series of meetings on  deciding  how best to meet in the future!!
