In my opinion, yes, that's possible.  Regardless, retail shareholders who are patient can't lose.

Ultimately, they want complete control and ownership, not 51%.  When you have the opportunity to lock up control and ownership of an entire mining district worth many tens of billions of dollars over the next century, you don't stop at 51% just because the other 49% would cost you another quarter billion dollars.
