A possible scenario......Good news for the ring from gov't, FN, roads etc brings the trading price way above 1.10 as the reality of the ring finally igniting sinks in to the public prompting no shares tendered for 1.10 to Wyloo. 

Is it likely that Wyloo forges ahead with their current percentage or do they/can they make a new offer to prompt tendering as they know what the ring is really worth?
