I was blown away when I read Andech's link. With government, government business is supposed to be done transpartently and sticking to protocol. I think that POET via input from Ajit might have been used as the "watermark" for the Indian RFP's expectations of bidders. Who else would the Indian government get input from (unless it was from a scientific/engineering body where Ajit was not associate with)? Even so, with POET the only one apparently addressing most of those expectations, a bidding process has to be done regardless as a matter of democracy. Also, companies have the choice, if they have the resources, a choice not to participate might be because they want to go it on their own and not have any ties to government involvement in their I.P. But for those with the knowledge and not enough resources to complete the task, they may wish to compromise in that way. So nothing is 100%, but I thought I would point out both sides of the equation.
