Thanks to great detective work by ANDECH1 and others  we have been pointed to a tender document produced by Indian Space Research Organisation  (ISRO) at  Reference A. or more specifically ISRO’s Semi Conductor Laboratory (SCL).  

 

Given also that PTI was listed as one of four firms responding to an Expression of Interest.in Jul 2016 matters could well be at an advanced stage to meet the tender deadline of of 8 Aug 17 - Here again the date links to the expected date of an Industrial Announcement at CLEO in Singapore, a conference sponsored in part by PTI. We shall have to wait and see.

 

Reading the Bid documents requirements at Reference B,it  would appear to be specifically targeted at POET Technologies INC given that  the very specific nature of the requirement described that reads like a summary of  the R&D achievements undertaken by PTI to date. I am left wondering whether our mystery employee, Dr Juthika Basak, who is employed as a product developer has been working away at producing the necessary bid

 

Going to tender is a mandatory process in most government organisations to ensure fair competition and value.  Such is the unique nature of POET leading edge technology that it is hard to imagine that there would be other companies if any  that could tender for such a specific requirement and so PTI must be a front-runner in the tender process.  However,due process is mandatory for Indian Government credibility, even when there is only one viable company from the outset.

 

It seems logical to me that at some point in time in POETs development, that the Indian focus within PTO management through: Ajit Monacha, Suresh Venkatesan, Subash Deshmukh, Mohan Warrior and Juthika Basak, would lead to a relationships being established with an Indian entity. Also OPELS’s earlier connections with US military and BAE gives it a firm basis for cooperation with government backed military or space projects also enhanced by Mohan Warriors given his experience in this sector.

 

A rational conclusion that can be drawn from the above and linked to the hints made by SV at the AGM, regarding need for partnership and the mention of government backed projects, is that the Tender Documentation discovered by ANDECH does provide an opportunity for POET to meet the specified requirement of ISRO (SCL)..

 

The question of funding is not so clear.. PTI needs to form a joint development partnership of some nature to develop the AOC .  Does this new opportunity become aggravated by the delays mandated by PTI’s failure to develop the 4th Terminal Thyristor and the additional time imposed by the work-around necessary to utilise the three terminal version. I cannot yet see how this works well with the proposed RFP, unless of course an Indian Sponsor  is lined up aware of the value of success in the SCL bid.and excited by M2I initiatives sold by AM

 

If this is indeed so then we may be much further down line to resolving the GaAs Platform issues than anticipated and ina way that could excite the markets once they become aware of the implications of winning the bid  One can now understand  the message of confidence emanating from  management at the AGM was well founded. As a path to full commercialisation of POET products is now discernible in the mist.
