Recall the issues that POET had exporting wafers out of the US. I was looking at some of the technologies that are restricted and there are a lot. So really the need for India to develop their own tech is not just trade imbalance but could also be one of accessibility. Wouldn't that be a real switch if India develops POET which I expect they will have exclusive rights to the military applications and ends up exporting finished devices to the US (or potentially sub license).
