The LOI is worth something - it may not be worth the full value of the JV but you handicap full value to express what likelihood it comes through - 10%? 50%?, 80%? - but the point is there is some value.  If the end volume is affected by the trade disagreement you might go from a 50% inclusion to 10% or 0% (at least it seems to be zero now...)
