That would be great if you could find out. On the NOT website there is a presentation talking about the construction of this road. On Google I found this other site stating that the road is supposed to be done by October of this year. I don't know if that is the case or not, so any info would be helpful.

Yes in terms of road, I think going from Marten Falls and north could be even more difficult. The area becomes part of the James Bay lowlands, the world't 3rd largest wetland area. I have never been there so I don't have a feeling for how it actually is, but I can imagine it will be costly and take a long time to finish.
