The reactor has been created by a group of Novosibirsk scientists lead by physicist Mikhail Predtechensky. The product is marketed and sold by OCSIal Group. Here is the link to their public description of the technology (in English):

The key advantage to their technology is that they grow the nanotubes in volume, rather than on the surface. Apparently any competition out there use surface based growth technology, which has a much lower rate of production and is not as scalable.
