I think it means,PYR will devolpe the technology and produce the parts,and will only sell the tech and parts to the client, and the client will only buy the parts and supplies form PYR,  the client can make tunnels any where they wish,but they must buy supplies from Pyr.This provides Pyr with a after deployment revenue stream and Pyr can't sell the tech to a competitor of the client,after all the client is paying PYR to devolpe it.
