I submit to your line of thinking .
This is part of the negociations engaged , both sides ( industry and govt. ) are in a weak position right now .
When the BAPE started it's inquiry i believed this would be a process that would put the industry here on a limbo mode for about 6 months or so .
My bet is the govt. would rather take a decision regarding the shale gas industry when things settle down a little bit , they have enough problems as it is now .
Next provincial elections are due about 2 years from now , it could happen sooner but no later then in 2013 for those who are not familiar with the process here .
If the govt . intends for election to happen later, next year would be a good time to take impopular decisions figuring the dust will settle down before election time . My guess is this will happen around spring time and no later then next fall , it should be favorable to the industry in terms of exploration and exploitation . Although there might be some restrictions in order to answer popular wishes , and the results to the Bape inquiry .
