That makes complete sense. I was talking with Benco (who I don't know if you know him on the other boards but is a Quebecor and has gone to BAPE meetings and is really in the loop big time)...he mentioned that the idea of the BAPE is to provide a structure for the government on how they should proceed with the industry, and not IF. The gov't voted no for a moratorium officially yesterday. If you go to the SH forum he has met with QEC and TLM and the industry leaders and says things are starting to look up more and more...the one thing that is common that he hears from most is the manipulation of the media and it's affect on the people in Quebec.

Regulatory framework is essential though and I am very happy they are in the process of drawing one up.
