If we can't get the bureaucrats moving faster at the others, we might still not fill recruitment as fast as you had predicted. You feel that they can't ignore stellar results. Bureaucrats don't always think that way. They often just follow their procedures. What if it is just good results, not stellar results? They might easily say to let the trial run its course. It is short anyway.
