You're correct that the Sinker Tunnel is an extensive operation. They do have to complete whatever they haven't done regarding the drill bolts and steel netting. They also have to blast a room large enough to put at least 2 drills to drill the various holes at the angles desired. No secondary escape route is necessary until they actually start the mining process. They also need a safe room which I believe is normally a prefabricated unit placed close to where the work is being done. While I would love to see this bought out before the end of the year, at this point, it would be quite a stretch to see a deal closed within the next 6 months.

Regarding taxes and politics, my crystal ball is so cloudy, I don't even have an opinion or good idea on how it will all shake out. I lived in SoCal from 1975-84 and loved it but I saw the writing on the wall and left for less taxing pastures. We'll see how things shake out.
