I equate this to a union giving a YES on a strike vote or the Conservatives ( minus one) giving Bush the right to go into Iraq. It almost has to be done and yet we don't want it to be exercised we just want the daytraders to go away and a yes vote may accomplish that. This is why I would be more comfortable with a 1 for 3 vote. It still wouldn't have to be done but I could live with it if it were.
