Probably an accurate rumor, StevieRay; I have seen a few of similar events in my time, and every one of them were concluded in a very similar fashion. It is very unlikely that the Ont Gov't will actually supply funding for something such as this, but by providing guarantees, they can claim credit for whatever gains the province reaps. Financial institutions are the proper vehicle to provide the actual capital, and they will be much more comfortable with Gov't assurances.

Even if, sometime down the road, the whole ROF fails because of market conditions, and the province becomes liable, it will be a non event as the sitting party will be different, or at least consist of different members, and as usual it will simply get swept under the mat as everything else is.

A good study in how this could play out would be Tumbler Ridge in northern B.C., from it's conception in 1980, to it's collapse in mid 90's.
