271 was added to the Patent Law for the specific purpose of addressing "pirating" of the intellectual property by "OFF SHORE" subsidiaries of companies that start operations overseas not beause it is cheaper labor they seak, but because they can avail themselves to legal loopholes in the Patent law to infringe on patent rights with impunity...

In an era that increasingly we see the formation of a "Global Village", the idea that Intel, or Apple can start a $4 Billion plant in China,Korea, or India, and make wigets that infringe on Patents of others is simply said ABSURD. And 271, and ITC Rules and regulations are aimed to adress the stealing of Patent rights...
