Yes, and like settlement #14, which did not want a PR, ditto.

Fred fielded a few emails re: #14 on this topic, and with me at my 8/24 visit, because there was a #13 settlement PR, a #15 ditto, so many thought there was an error, but it was intentional.

He said, "at the request of the defendant, we did not issue a PR."
