The device issues are managed on a 5v reference voltage....and that will only happen if the charge pump is turned no by the control circuitry when in battery mode.

The control circuitry also controls the AC-DC power source interface. This source is recognized by the control circuitry first and then turned on or off through the control circuitry.

All power management, including generating additional support power, meaning beyond battery power ability.. such as the dc-dc-5v ...is managed through the control circuitry.
