The way I read that, the examiner is stating, that if he amends 1 and 19 it will affect the scope of the claims he notes.

With that, he will do an examiners amendment in avoiding the complication.

Thing is, will he amend 6-17 and 20-22, as needed, so that the claim terms within them will reference the new base claims and not the old ones?
