I agree 100 percent.
Every business should have short and long range plans, assign responsibilities, timetables and follow up reports of meeting those goals/plans.
Likewise, salary adjustments and/or bonuses including stock options should be bases on achieving those goals.
The above plans and goals, marketing, and overall business plans should be provided to the shareholders as part of the annual shareholders meeting or in text along with the quarterly update.
