I don't think there's anything meaningful about the ask price flipping back and forth between .135 and .17 but there it was. It couldn't have been because someone was hot to buy some at .17. Where was the volume if that were the case? Even the lower ask represented quite a spread and there were no takers there, either.

Can someone come up with a viable solution to this puzzle?
