You answer your own question again. "If Omagine were liquidated, it would be worth over $700m" Would it? Who would pay 700MM for the URs? Can the rights transfer? Probably not with out a new DA... so what's the value, book or otherwise, of URs? does it "help" when the bean counters tell us..sure, but only as to convincing investors to be buyers at some price point..... the why is buyers don't see the value.
