List out what's remaining, who paid for the licences, and what's been disposed of or allowed to expire.

This should be done in writing as opposed to verbally over the phone.

She could also outline her vision moving forward so that everyine can read it for themselves, and make their own judgement.

Then nobody hasto "make the call" without knowing what the other party wants.
