Yes, that’s my understanding. The impression I get from tv and press reports is that the dam breach resulted from ongoing lax adherence to existing rules by both company and government. If both parties had ensured the necessary diligence in the observance of existing rules there wouldn’t have been a breach. Dare I say someone’s trying to muddy the waters?
