Well I am not sure if the claim staking process is legislated or not. They have made a few changes in the last couple of years which I suspect were just policy changes. The one about sending notice to claim holder about upcoming forfeiture was changed, As well the time of day that the claim expired. There were other changes that I can't recall right now but it seems like they are allowed to mold the process as they deem necessary.
