2019 SC Program d. Permitting and community relations activities.

Hmmm why waste time with permitting and engaging the First Nations community if your not moving forward,why waste time and manpower when they could be advancing and putting that effort into their other projects,just spend the minimum and say that SC is under Care and Maintenance.
