While 1850 was overruled by the VE Supreme Court, its successor decree 3110 did allow for an exploitation of 13% of the Imataca through mining, etc. I've looked and looked and looked and can't find a map that delineates any of the zones designated in the decree. Also, in the decree, Chavez gave the agency in charge of implementation (presumably Minamb) the power to issue regulations, etc. for the exploitation.
