My guess is that Venezuela's proposed terms are so offensively low that Fung will attempt (perhaps one last time) to justify his bottom line acceptable number with the numbers from the expert analysts which will no doubt be much higher. If the Vennies continue to play games he'll just go right to arbitration. After all...it's not negotiation if only one side is making all the "concessions" (for lack of a better word).
