you know, it's been said 1000 times that hugo did a 180..or that hugo misled/lied/etc...

since 2005' i cant think of a single instance where hugo said kry would get the permit. as a matter of fact he repeatedly said he was nationalizing the gold industry, handing LC over to the russians, etc., etc.....his ministers and other officials may have led kry to believe that a permit was still in the works (kry certainly led shareholders to believe that) but that was most likely to keep thier palms greased (on both counts).
