It's really quite simple for the ICSID to collect these funds under the auspices of the World Bank. In actuality, any time funds are put in any account in one of the 157 countries that are signatories to this treaty. Out comes the World Banks hook.........
EZ, from my understanding the World Bank doesn't get involved in collections. I've copied a link to a paper from 2003 done by the UN on dispute settlement that talks about collecting. Page 17 starts the part about enforcement of awards.
